The purpose of the CASAC project includes developing and improving policies, regulations,
practices and financing of Connecticut’s adolescent substance abuse treatment system to
increase access and quality of care. The CASAC project utilizes three main strategies to
improve treatment for adolescents with problems related to substance use; increasing state
agency collaboration, strengthening DCF’s infrastructure to integrate and improve quality of
care among and between bureaus of child welfare, juvenile justice and children’s mental health,
and building community support (family advocacy) for youth and families.
